Finnish Localization causes Text To Speech to skip decimal in channel values (same bug as #383)

Description

If using finnish localizations, the values will show in the display as "4,20 Volt" instead of "4.20 Volt", this is fine, however this will read as "420 Volt" by the Text to speech engine. Should all commas be always be replaced by dots when passing decimal values to speaking engine?

closes #496 Should now properly speak "3 point 4" for numbers represented as "3,4" due to localization

What version of the App are you using? I thought the fix in #383 fixed this for all localizations.. (forces speech-engine to use US localization regardless of the visual localization)
